the framework of Decree No. 5 3 of 1989. Essentially, PMIs mobilize savings
for the development of the housing sector. Their total assets/liabilities
rose to N4,388.6 million in 1996. In reaction to distress in the sector, the
Federal Mortgage Bank of Nigeria tightened its surveillance of the
institutions by issuing "clean bill of health" to 116 mortgage
institutions. The share capital requirement for new primary mortgage
institutions has been raised to N20 million.
